Are you a local Noongar Elder, Cultural knowledge holder, consultant, facilitator, educator or Aboriginal organisation with experience in cultural learning, facilitation or advisory services?

SWAMS is seeking Expressions of Interest (EOI) from local Noongar Aboriginal cultural consultants, facilitators, educators, Elders, businesses and organisations, who can provide high-quality cultural learning experiences to our staff, partners and stakeholders.

We are looking to build a directory of providers who can deliver services such as:

  • Cultural Awareness Training;
  • Aboriginal Cultural Perspectives Training;
  • Cultural Competency Development;
  • Welcome to Country and Cultural Protocol Guidance;
  • Cultural Consultancy and Advisory Services;
  • Lateral Violence, Cultural Load and Cultural Safety;
  • Community Engagement and Facilitation;
  • Aboriginal History and Knowledge Sharing;
  • Workshops, Presentations and Yarning Sessions.

If you would like to be considered for future opportunities, we invite you to submit an Expression of Interest along with a brief Scope of Works outlining the services you offer, including:

  • Training / service description and proposed content;
  • Delivery format (eg face-to-face, online or on-Country);
  • Recommended group size / maximum number of participants;
  • Session duration and availability;
  • Pricing, including any travel or additional costs;
  • Locations / regions you are able to service;
  • Relevant experience, qualifications or cultural knowledge / expertise;
  • Any specific requirements SWAMS would need to provide.

Who can submit an EOI?

We welcome Expressions of Interest from local Noongar people, providers and organisations, including:

  • Aboriginal Cultural consultants, facilitators and educators;
  • Elders and recognised Cultural knowledge holders;
  • Aboriginal community-controlled and community-based organisations;
  • Independent Aboriginal consultants and facilitators;
  • Aboriginal training and education providers;
  • Aboriginal individuals, businesses and organisations with demonstrated experience delivering culturally appropriate learning, facilitation or advisory services.

Please submit your EOI and Scope of Works by 5pm on 30th November 2026.

Please note that submission of an EOI does not guarantee engagement opportunities. EOIs will assist SWAMS to develop a directory of potential providers for future cultural learning, facilitation and advisory opportunities.

I understand that, if my business is successful in securing Cultural Services training-related work with SWAMS, I must maintain all required licences, registrations, insurances, Working with Children (WWC) Cards, National Police Clearances (NPC), and any other relevant compliance requirements throughout the engagement. If any of these licences, registrations, insurances, clearances, or safeguarding requirements are cancelled, suspended, expired, or otherwise flagged, I may no longer be eligible to undertake work with SWAMS and may be unable to continue providing services in this capacity.
